The Bill No. 647044-7 “On Making Amendments to the Federal Law On State Regulation of the Organisation and Conduct of Gambling and Modifications to Specific Legislative Acts of the Russian Federation” (on specifying requirements to betting shops and betting pools regarding the availability of bank guarantee and gambling holding) was adopted by the Russian State Duma in the first reading.

The Federal Bill No. 677173-7 “On Amendments to the Federal Law on Lotteries” and the Federal Law “On Making Amendments to the Federal Law On State Regulation of the Organisation and Conduct of Gambling and Modifications to Specific Legislative Acts of the Russian Federation” (about detecting individuals engaged in illegal organization and/or holding of lotteries and gambling games) was adopted in the first reading.

In May 2019, ZOOM MARKET conducted the federal opinion poll among 2400 respondents. It shows that 18% of the Russian citizens have already place sports bets in betting shops via the Internet. Krasnodar is ranked first among all Russian cities in terms of the amount of sports bets. It is followed by Moscow and Rostov-on-Don, the agency website reports.

At the same time, 9% of the respondents mention that they bet on sports on a regular basis, while 3% of the surveyed people confess that this activity is their habit but they fail to refuse it. 78% of the Russian inhabitants engaged in sports betting preferred the Internet, and only 22% of them visited betting shops.

Direction for Chinese and Indian Citizens

Krasnaya Polyana gambling zone is going to increase the influx of tourists due to the initiation of direct flights with India and China. It was stated by Dmitry Anfinogenov, Development Director at Polyana, at the Arabian Travel Market exhibition where the gambling zone signed an agreement on the launch of direct flights with UAE.

“I am happy that we have managed to come to agreement so fast. Gambling is prohibited at the legislative level in the UAE, but the population still needs to play. Thus, they can do this in our gambling zone. The next step is the implementation of direct flights with such countries as China and India where gambling is legislatively banned as well,” Dmitry said.

Besides, analysts predict that the share of foreign tourists coming to Krasnaya Polyana will grow up to 25% after the introduction of direct air communication with the UAE.
