Ivan Kondilenko, CASEXE CEO: “Why wouldn’t government benefit from online casino regulation?”
14.09.2016

October 27, 2016, Sochi will host one of major industry events dedicated to gambling in Russia – Russian Gaming Week Sochi.

RGW media office has met with Ivan Kondilenko, CASEXE CEO, and discussed prospects, opening for online casino owners after determining and beginning of construction of the gambling zone in Sochi.

Interviewer: Russian Gaming Week Sochi (RGW)

Expert: Ivan Kondilenko (I. K.)

RGW: Ivan, tell us, please, whether the establishment of the new gambling zone in Russia will influence your company?

I.K.: Surely, it won’t influence our company directly, as we primarily work online and there is simply no regulation of online gambling business in Russian Federation’s gambling zones. But, nevertheless, we appreciate the establishment of the new gambling zone, because it is a step forward in gambling industry development, which CASEXE has been always standing for, regardless of territorial characteristics and actions in this very sector.

RGW: Why do you think the Russian Federation legislatively prohibits online casinos?

I.K.: It is hard to tell exactly, but it is certain business interests that always cause non-acceptance of particular law, regulating almost any business activity. Perhaps, established society stereotypes related with gambling business in general and online casino in particular have played a role as well. I do not also exclude a common absence of efficient tools to control and regulate the online gambling market, as it requires resources and corresponding infrastructure.

RGW: What are your predictions regarding the development of online gambling market in Russia for the near future?

I.K.: In Russia, betting business exists pretty well as a separate gambling sector. Speaking about online casinos, currently, predictions are not the most favorable. And it is caused by the reasons mentioned in the previous answer. It is surprising because Russian users do play online casino. In fact, they play quite massively. Why wouldn’t government directly benefit from this activity in terms of tax, license and other fees by regulating the industry? Probably, it is a rhetorical question.

RGW: What are you going to obtain from participation in RGW Sochi 2016, and in what way will your company be presented at the event?

I.K.:  CASEXE is a passionate proponent of gambling industry development in any form. Thus, we always support such events that encourage the development of the whole industry, including our business. Our participation is aiming to confirm company development, announce ourselves once again, as well as to meet with our partners, customers, and all interested parties. Besides, CASEXE platform is a perfect record-keeping system for land-based casinos, thus we also have certain business interests at RGW.

So far, it is difficult to say in what way our company will participate, but CASEXE will be definitely present at Sochi conference on 27 October.
