Russian Casino Gambling Zone Plan Begins in Tragedy
A Russian legislator was killed while riding home from the opening of the new Oracle Casino this weekend, highlighting the lack of preparedness for the Russian gambling plan. Russia shut down casinos across the country this past summer with a national gambling ban, and proposes to only allow gaming in four distant casino zones created in remote, undeveloped areas of the country.
Nikolai Kotlyarov, the speaker of the Krasnodar city council, was killed along with his drive after their vehicle struck a car parked near the road late Saturday night. The tragedy illustrates the difficulty inherent in the Russian plan, which would only permit gambling to those who travel over desolate paths to the casino zones.
Russia has an extremely high rate of accidents to traffic, and many question the safety of those who travel on the nation's highways. But those roads will now see increased volume, if the gaming plan is continued.
The Oracle is the first casino to open in any of the new zones. About 500 attended its first-day celebration, although witnesses reported fewer than 100 actually gambled.
Russian high rollers have quickly followed casino operators to locations in Eastern Europe and elsewhere, leaving the state gambling zones for the proletariat. But casino officials insist that the surrounding countryside will provide a steady stream of patrons. How safe they will becremains to be seen.
